The Former President's Progressive Alarm Overlooks Europe's True Threat: Economic Stagnation.

The recent US national security strategy offers a flawed assessment of Europe. It claims that open-border policies and what it terms "progressive" policies pose an grave risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the reality. The true challenge confronting the EU is not societal but technological and economic lag.

The Stark Growth Divide Between the US and Europe

The data reveal a sobering picture. From 2008 and 2023, American economic output surged by 87%, while a paltry 13.5% increase for the European Union. Over this time, European income per person fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now has a higher per capita income than major European economies like Italy and France.

Today, about half of the world’s top fifty tech companies are American, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

This widening disparity is driven by stronger productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is decidedly American. Over the past fifty years, 241 US firms have grown into enterprises valued at over $10bn, compared with only fourteen in the European continent.

This gap raises a pressing question: As the competition for future industries like AI, semiconductors, and fusion energy, what is Europe stand? Experts widely concede it is largely a two-horse race between the US and China, with European nations entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

Several key factors account for this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile system for funding startups. Europe has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among 27 separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have started to propose substantial change. Key reports on EU competitiveness and the internal market highlight the necessity of major changes.

Given appropriate policies and regulatory reforms, these assets could support far greater degrees of commercial innovation.

Europe retains considerable advantages: skilled workforce, excellent schools and universities, and world-class research institutions. Coupled with a large internal market and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing cutting-edge tech, it can still significantly increase economic output by adopting and adapting innovations from elsewhere.

An Inflection Point

The European Union now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. However, without decisive action to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
